• Current tools are too blunt, too slow, too toxic, or too expensive
• The task requires sensing plus action, not just passive detection
• The ideal solution could work autonomously once deployed
• Biodegradability or gentle interaction with the environment matters
• There may be value in many small agents working together rather than one large device
